This course is an option for demonstrating operator competence for the purpose of operating a permitted waste and resources facility for “low risk tier” sites – eg inert waste transfer / treatment, in house storage, WEEE storage, MRS (dry scrap – no free flowing liquid).

It can also be used by non landfill facilities in the “medium risk tier” or “higher risk tier” applying for a new permit and who wishes to make use of a 12 month grace period to obtain the appropriate award. The course may also be of interest to those working on waste and resource management facilities who wish for personal development to have a greater understanding of the legislative implications of holding a permit.

After the course delegates will be able to

• Identify potential environmental impacts from wastes and resource facilities and have an awareness of mitigation
• Identify key legislation relevant to operating wastes and resource management facilities
• Know how the Water Resources Act, Environmental Health and Planning
• Know the key permitting requirements of the Environmental Permitting Regulations and where to go for further information
• Know how the Environment Agency is likely to regulate your activity and identify consequences of non compliance
• Understand your responsibilities in holding an environmental permit and interpret some key elements of standard rule permits
• Explain your responsibilities regarding Duty of Care including using transfer notes and identifying 6 digit EWC codes
• Be aware of hazardous waste and the principles of identifying hazardous waste and the basic requirements of consignment.
• Identify your basic responsibilities under Heath and Safety and consider how H&S can be improved.


The course is designed to encourage interpretation of situations within the context of permitting using a combination of presentations, discussions, case studies and group exercises.

A short assessment at end of day two will ask questions relating to given scenarios. It will be designed to identify application of knowledge and information in the form of bullet pointed key information. It will not require the writing of essays etc. Assessments will be marked by the University of Northampton.

Delegates MUST PASS this assessment in order to obtain the certificate.
